some weirdness in diff output?

if you look at the entry for manifest.tmpl in 'fix pos/rev confusion' 
patch i just posted, there is something a bit weird going on with the 
diff output:

the line for footer seems wrong and i did not change that line (at least 
on purpose) ... this doesn't appear to be some confusion with the 
template/web stuff as i created those patch files that i attached using 
export from the command line ...
