[issue198] force "hg init" to require an argument

I just ran "hg init" in my home directory by accident, and it turned it into a
repository. This isn't really a problem, but I really didn't mean to do it
either. We should require "init" to always take an argument. If the user
really means "turn the current directory into a repo", they can type "hg init .".
