[PATCH 2 of 2] make hgweb and archive command use same code

this patch removes archive code from hgweb, uses new archival module
from previous class.

patch also fixes bug in setting of content disposition and encoding.
mozilla and firefox decompress stream when encoding of "gzip" used,
but still save file with .gz extension, so file managers get confused.
use "x-gzip" instead, like apache does.
