[issue217] the Windows binary doesn't work on Win98

The selfcontained binary, version 0.8.1 of 2006-04-07, doesn't work on Windows
98. I get the fatal error that the API call GetModuleFileNameEx "does not exist
on this platform". As you can see on MSDN, this API call requires NT4, XP,
Win2k, or Win2k3.
