Hgk and cygwin

I did not install ActiveState Tcl -- I have only Cygwin Tcl installed.

Running the exact same hgk script outside of cygwin will run correctly

So I need to install ActiveState Tcl for this to work? I thought this was a
"pure Cygwin" fix...
