Hgk and cygwin

I believe that the resize bug is caused by a bug in early revisions of
the TCL/TK 8.4 that shows itself on windows but not linux.

I have previously tried to run hgk with the TCL/TK version 8.4.1 
downloaded from the MinGW site but it has severe problems with window 
resizing.

I have also tested the 8.4.12 version, built for MinGW by myself, and 
this version doesn't show the bug. (8.4.12 is also the version that is 
used by freewrap)

I suspect that the version of TCL/TK that is bundled with cygwin is old 
enough to be affected by this bug.
