Interested in fixing bug 182: file permissions issues -- would appreciate comments/help

That's an idea I can definitely get behind. Not only because it  
maintains the basic information that makes my life easier. But also  
because it adds the potential for 'tagging' files in all sorts of  
ways that we haven't even thought of yet.
