[PATCH] mq-generalize-logfile-option + add -m and -l option to qrefresh

This patch uniformize the use of -m and -l option in MQ by defining a
logmessage function in commands.py.

It also add the possibility to change the log message associated to a
patch when doing a qrefresh.
