[PATCH 0 of 4] Add tests and fix bugs for WSGI changes

This patch introduces tests and fixes for two bugs.  The first being the
failure of the web interface to handle raw file revision downloads, and
the second being the breaking of the old CGI scripts.

These patches should fix both bugs.

The attached bundle is based off of just enough of crew to have the WSGI
changes.  And the changes can be pulled from:
