Even if Debian allows to release package from SCM sources, it is
strongly discouraged. It is much more easier to track bugs from
a specific version : the package that will enter the next stable Debian
release (dec 2006 ?) will keep there for a long time... ;-) So, it is
better for Debian that this package correspond to a specific upstream
release (with a easy available tarball).
