[BUG] mq:qrefresh broken when called from a subdirectory

I just ran into this.  It happens on both Solaris and Linux, and the first
mercurial changeset to exhibit this behavior is

    changeset:   2937:9dc568f5e03d
    user:        Brendan Cully <brendan at kublai.com>
    date:        Wed Aug 16 19:51:39 2006 -0700
    summary:     Fix test-mq-qdiff; add -I and -X options to qdiff

though nothing in that patch looks particularly wrong; I imagine it's
something before that it just began to use.
