I looked again at the build instructions - you're right, it's nowhere
near as hard as I'd suspected. I use Python regularly, so building
Python extensions, and using py2exe, are no problem to me. I'd misread
the list of requirements for building the installer as being for
building mercurial itself, and that scared me.

Thanks for encouraging me to look further.
