Converting large CVS repositories

Yea, I'm sorry, fromcvs is mistakingly creating branches it should drop.  I believe this is because of repo copies, but I am not sure.  I would very much appreciate if we could track this down.

Strangely enough, I can't find this behaviour in <http://www.theshell.com/cgi-bin/gitweb.cgi?p=freebsd-src.git;a=summary>.
