Well, my prechangegroup hook actually _does_ display the name of the
failed hook over HTTP. I was mostly curious why preoutgoing doesn't
while prechangegroup does, since I expect they're both doing the same
util.Abort sort of thing. Maybe it depends on where it happens in the
transaction.
