licensing

Hi!

I am using mercurial on my workplace. Nobody else uses it. I made
some modifications on it. Really small ones, and I am sure that
they will never be included in any release, but because of the GPL
they need to be published. What is the preferred way to publish them ?
Should I create an entry in the bug tracking system ?
