You don't have to release them if you don't want to - you just have to make 
them available to anyone you give your copy of mercurial too (i.e. you can't 
just give them a binary, you have to let them know they're entitled to the 
source).

But if you think the stuff you've done would be useful to the community, feel 
free to post patches to this (or the developers) list.
