Incorrect. With the GPL, you only need to make your changes available
if you distribute copies of the work, and you're only required to make
those changes available to the person you give or sell your copies to.
In the privacy of your own home/corporation, you can make any changes
you choose.

If you'd like to share your changes, you can email them as patches to
mercurial-devel at selenic.com.
