Mercurial Plugin for Jira

Hi,

I am trying to get the Mercurial Jira Plugin to work.  I am using Jira
3.6 and although Jira lists the plugin, it never appears in the
services list and you can never see a Mercurial commit tab.  The
instructions mention a properties file that needs to get installed on
the server but there is no hint of what should go into it.

Has anyone on this list had success with the Mercurial plugin for Jira?
