The product I work on consists of a number of components, each of which
is in a cvs module.
I export from cvs into mercurial repositories. I get one repository for
each cvs module because tailor can only export fromm one cvs module at a
time.
So I have a "forest" of mercurial repositories which, taken together,
make up the full system.
Most operations at the integration level require that we act on all
repositories equally, ie, branching. Developers really only need one cvs
module/mercurial repository so it makes sense for them to clone a single
repo.
