using external commit hooks to kick off build

and should reside in

$PYTHONPATH/hghooks/

(or windows backslashes, but I don't know about windows, and I
don't know how you handle $PYTHONPATH on windows either)

As I said, you can test from the Python interpreter/shell whether
the import works.
