`twb' is right. The `contrib/mercurial.el' library for Emacs does not
integrate Mercurial into the vc-mode of Emacs.
You will probably be better off using Emacs 22.X or a CVS snapshot of
Emacs (most distributions include one of these snapshots, AFAIK), if
what you want is Mercurial and vc-mode integration.
