It does exist (in development versions of Hg/MQ):

  keramida at kobe:/home/keramida$ hg help qrecord
  hg qrecord [OPTION]... PATCH [FILE]...

  interactively record a new patch

      see 'hg help qnew' & 'hg help record' for more information and usage

Mercurial 1.0.1 release includes it too :)
