Multiuser with limited SSH repository

Hi,

what would be the best way, to push and pull with this ssh repository:

- Repository on server (can connect with ssh, hg cant be installed there)
- two people are editing in a local repository and sync these with one 
master-repo on the ssh server.

How can i get this working?

I tried: 
hg clone ssh://js@dialog.foo.de/jstein3/files

but then i get:
remote: bash: line 1: hg: command not found
abort: no suitable response from remote hg!

who can help me? Thank you very much,
