Pulling into a branch

I am trying to avoid having to enforce disciplin for contributors,
since you cannot generally rely on people doing the right thing. I
think the history rewriting is fine, which is the way I work with git.
I'm just trying to find a way to something similar with with hg, so
that contibutors can just clone and I can massage their changesets
into a branch in the main tree and so that they then can rebase their
tree when they resynchronize after I have pulled in and applied their
changes to a branch.
