You likely have to changing something in your httpd configuration.

On a higher-level: I hope you realize you've been flooding this list 
with questions over the past few days, answers to many of which are 
probably in some form in either the hgbook or the wiki (or in the 
mailing list archives), and some of the others are not at all related to 
Mercurial, but rather the technologies.

This question belongs in the latter category; you should read up on CGI 
scripts, how they communicate with your httpd of choice, etc. yourself, 
instead of asking all your questions here. Additionally, you have asked 
many uninformated questions. "It breaks" is not something that is going 
to help us figure out your problem. Try reading error logs, try 
everything you can think of to debug the problem, *then* come here.
