Named branches

There is a lot of info here that is not obvious, but makes sense when
you understand the principles behind it.

It also helped clarify the difference between tags and named branches, for me.

I have to agree, that given that one cannot "know" or depend on the
state of the remote repository, the current behavior makes perfect
sense.

It seems that if one is working with named branches, one just has to
be mindful that one updates to the desired branch after a clone?

It does seem that based on the desired work flow, what you really want
is the programmers to be working on local repositories that only
contain the branch they are working on.
