Making paper the default style?

Yeah... This was the subject of some discussion between me and brendan. 
I think the top three links should be pointing to tip/no-rev URLs. He 
insists that they should work within the context of the active cset.

The classic style takes the latter approach (but there is not as much of 
a separation between global/cset/file links), but paper used to take the 
former approach, until brendan changed this at some point.

This still annoys me at times (when I just want to get back to the tip 
shortlog), so I'd like to change it back... Or find some other solution 
that can satisfy both camps.
