That is the package you need, but see below.

The rst2man tool is not yet included in a proper Docutils release. But
it is in the process of being moved from their "sandbox" area in
Subversion to the trunk in order for it to be present in Docutils 0.6:

Please note that all this about Docutils only applies if you have begun
using the development version of Mercurial, i.e., if you have cloned
Matt's unstable tree from
http://selenic.com/repo/hg
or the "crew" repository at
http://hg.intevation.org/mercurial/crew
The stable releases of Mercurial still use the asciidoc + xmlto
tool-chain.
