If you're able to browse your repositories from the web interface, I don't think
your issue is related to pathing. SCRIPT_NAME/PATH_INFO issues don't tend to
manifest themselves as "only break hg access or web access but not both," with
issue 1580 being a rare exception. You're better off checking the IIS HTTP error
log and trying to track down what the server is really objecting to.
