new lead/admin for TortoiseHg

Greeting.

Due to personal reasons, I'm no longer able to drive the development
of TortoiseHg. The great news is that Steve Borho has agreed to take
over as the new lead/admin for the project immediately. We expect to
take 2-3 weeks to complete the transition.

I'd like to thank the community for all the help and advices I've
received in the past 20 months during the development of TortoiseHg.
I've really learned a lot during these time. I shall continue to
follow the projects, both TortoiseHg and Mercurial, and offer my help
as much as I can.
