hgweb cannot find default templates

I've been going through the explanation for setting up the for publishing
multiple repositories found here:
http://www.selenic.com/mercurial/wiki/index.cgi/PublishingRepositories#multiple

(which on Windows is a lot more difficult than on Linux I've discovered)

I've got Apache to recognize and execute the cgi script. The script is able
to find the mercurial module so it actually executes.

But now I'm stuck with an error that says that it can't find any themes:

   RuntimeError: No hgweb templates found in []

And I've not been able to figure out how to tell it where to find them.

Does anybody know what to do?
