I would add a set of questions about Mercurials internals as requirements for 
being accepted. These would serve as a check to see if the student took the 
time to really learn Mercurial. 

Before working on something they have to know what already exists and how that 
relates to the project they want to do. 

The Hurd people go as far as using questions you can hardly answer without 
asking in the #hurd channel yourself. 

Keep in mind that 4000€ are quite much money for a student. 
Just get the standards as high as when hiring a freelance developer to do paid 
work. I think that will also get more students applying, because they see 
that the work doesn't only pay but is also challenging and rewarding. 

And it's a nice bonus if the student is passionate about the project :) 

Ideally each GSoC student should stay a Mercurial developer after the GSoC.
