Yes, you do have to ask for permission to create a project, but I don't know
of anyone that has ever been turned down when asking.

Also, once you get permission, you can create up to five projects yourself,
and you get 3 invitations of your own to send out to anyone that you like.

I don't think this is that restrictive myself.
