One suggestion to possibly save some unnecessary work: could you try 
negotiating with the powers-that-be on those rules? Perhaps if you 
explain the business case, including avoiding wasting developer time on 
substantial work that would be unnecessary if tool installation were to 
be approved. The rules may be tight, and there's undoubtedly a reason 
for it, but negotiation could well be effective. Worth a shot.
