hgwebdir replacement - pylons hg app

Well just run hg-app on some port and proxy it via IIS, then you would
have to integrate auth functions to work with AD but I think it's not
so much work.
In hg-app i'm trying to get rid of the file based config, and build it
dynamically with data from database and ui() object. That is
another(much simpler) approach for handling permissions. If you have
