Tagging for particular files

 am the admin of repositories for our concern. Already we were using CVS. we
have our own tools like review form, File tag tool, Branch creation
tool,....

Now i migrate some of our repos from CVS to mercurial. But after that we are
facing lot of issues. 

If i want to put a daily build, also in tip some of files having some
issues. issue fixing will take some time. In that case we want to review the
previous issue less revision of those file and review the top of revisions
from working file. So build wont break. This scenario solved from CVS. But
in mercurial i will review for particular changeset only.

if the same changeset contains both issue and non issue files means, how can
i review(tag) that version. how can i put the build
