Why not use the standard hgrc files, and override them if and when
necessary? I would expect most users would expect (and want) their
~/.hgrc settings, and any changes in them, to apply to every Mercurial
repository they may have (unless overridden, e.g. in <repo>/.hg/hgrc).
For instance one's username (in the [ui] section).
