How to create a repository layout like Mozilla's?

Well, the question is kind of simple, I was wondering how to create
something like Mozilla's hg webpage[1]

I don't know how to create repos on different folders and then create
different repos on each folder. If I just create a folder and then a
repo inside of it, I still have the same row, but it says:

repo
repo/another_repo
repo2

I would like to make the another repo, don't appear at all since I'm
looking the "root". For example, In Mozilla I can't see "personas"
repo until I click on labs below. That make me go to:
http://hg.mozilla.org/labs, and specifically to the repo on
http://hg.mozilla.org/labs/personas.

I hope I'm explaining myself :/.

I'm really kind of lost and I've been looking for an answer, but I
don't how to look for it, so any clue would be greatly appreciated :).
