For the record: That issue discusses some 3rd party hoster that sends 
some unknown kind of SVN-like "push mails" where the kind of merges done 
by the other developers apparently looks very important but unpleasant.

So it was rooted in some combination of unfortunate workflow/guidelines 
and unfortunate server setup. Mercurial can't be blamed for that, but 
hopefully it will get resolved somehow somewhere.
