For practical purposes, it probably isn't. Proteus shipped for years
with a GPLed daemon and a proprietary frontend so they could have a
proprietary IM client that used libgaim.
mpm probably disagrees, but he's a bit closer to the FSF
philosophically than I am. I've seen arguments from lawyers that
dynamic linking doesn't make something a dervied work (in reference to
libreadline). The reality is that nobody knows what the real result is
until it's tested in court. A lawyer friend says that it's really all
about risk management.
