hg update does nothing after restoring the .hg repository from backup

I copied a .hg/ repository from a backup CD.  Doing "hg update" in the dir with the .hg/ does nothing.  I've also done "chmod -R ug+rwx .hg" in case of permissions problems.  hg update still does nothing.
 
How do I restore from an old repository?
