That's up to the maintainer of that repo, which if you're referring to the canonical (Canonical. heh.) repo, is (*checks packages.ubuntu.com*)... the Ubuntu MOTU team. http://packages.ubuntu.com/maverick/mercurial

If you're talking about the PPA someone set up for it (https://launchpad.net/~mercurial-ppa), then I would guess it'll be updated within a few days, but again, that's up to the maintainer of that repository, not mpm or the other core hg developers.
