I noticed the post about Python bindings, so I tried the same thing with
TortoiseHg: 

"c:\program files\TortoiseHg\hg.exe"  convert svn
C:\Dev\AcmeSystems\Features  c:\devhg\AcmeSystems\Features --rev=26144

and got: 

abort: svn exited with status 1

Which is not very helpful.
