Dear Mads,
Thanks for the hints. All our testing so far was done using hg convert, I would like to stick to this one. It works quite well except for this case.
We don't do any manual hacks. That should be no problem.
Please find attached the test CVS framework which should allow reproducing the problem. (Of course) I did hack this one to remove all actual information from it, but I'm pretty convinced the problem is because of legit usage of CVS.

Note that the problems might be caused by inconsistencies or manual
hacks in your cvs repo. Convert can't/won't handle all such cases - I
guess that depends on the test case.
cvs2hg knows more magic and often works better.
