My problem was the devel:tools repo.

I've lost track of the history of why devel:tools was needed, but it is on my 
notes for getting GIT working, while I was originally loading all the hg stuff 
manually.

SUSE11.3 only has hg1.5.3 and 11.4 has hg1.7.5, but neither of the base repos 
have any other of the devel:tools components, and I'm not sure today why the 
installed versions were updated, but currently it is doing what I would have 
EXPECTED and is flagging that there are updates available to both git and hg 
without actually installing anything ... which is good because none of the hg 
component updates yet match the manual installed stuff.
