The hgsubversion tagging schema.

Another part of tagging schema, some subversion repository will have plenty
of inactive branches, should we treat those branches as tags?
So, another method of testing if an path is an tag by judge if it's active.
That's means, after it's copied from other branches or tags, did that
modified.
