hg push of large changeset fails to Nginx with auth configured

Sorry, one last reply.  So I set usehttp2 by doing the following:

hg push --config ui.usehttp2=true --config ui.http2debuglevel=debug

this worked (tested on windows and linux)!  Thanks!  I'm not sure why
putting it into the hgrc didn't work, maybe you can help me with where
I should put it?
