RocketSVN Server seems to use an interesting approach: an IIS site
that handles user authentication and authorization, then redirects the
requests to an Apache configured to serve Subversion repositories - it
might be worth trying reconfiguring Apache to serve Mercurial
repositories instead.

Also, I remember that I found once a tutorial that uses VisualSVN
Server for repository + user management (also using IIS), and in each
repository uses hgweb cgi to serve Mercurial repositories.

As a bonus, since IIS Express might work instead of IIS, it might be
possible to use an IIS Express front-end + Apache serving Mercurial on
non-server editions of Windows.
