Add .hg/hgrc to another repository?

Hi!

I have a server which hosts several Mercurial repositories. Now I want to
track the configuration of this server in another repository. But I can't add
the configuration files of the repositories (repoX/.hg/hgrc), because hg add
complains that the file is inside the repository repoX.

Is it possible to persuade Mercurial to add the file? Or should I just rename
the file and directory?
