This list here is the mailing list for Mercurial itself. If you have
questions about TortoiseHg - which is a separate Project - you might
want to try the tortoisehg-discuss mailing list

TortoiseHg is not a mercurial extension [1], it's a GUI for Mercurial.
TortoiseHg is an open source project with mostly unpaid volunteer
contributors. So if you are not satisfied you may help out by fixing
things yourself. Angry rants like yours are usually mostly just ignored
by contributors and are unlikely to make much of a difference.
That said, TortoiseHg can be run from source on Linux. Instructions can
be found at https://bitbucket.org/tortoisehg/thg/wiki/thg
Specifically, as noted there, do NOT run setup.py.
